Officials at the Center for Real Estate Developers Services "Etmam" said that the services of the center are qualitative in order to improve the performance of the real estate sector and raise the level of its contribution to the GDP by shortening the time and facilitating procedures.
This came during an extended workshop that was held at Asharqia Chamber on Thursday, May 10, 2018. It was attended by IT Director, Yahya Al-Zahrani, Director of Marketing and Communication, Yasser Al-Zahrani, and Director of Services and Products, Eng. Abdulwahab Al-Qahtani.
The session was chaired by the Chairman of the Real Estate and Urban Development Committee at Asharqia Chamber, Eng. Hamed bin Hamri. He welcomed the officials of the Real Estate Developers Services Center, and praised the launch of the center to serve this sector. He stressed that the real estate market in the Kingdom is going through a period of time necessitated further development and organization, especially in light of the great efforts of the Ministry of Housing to provide different samples of housing. It is because the demand for real estate developers' services has increased and their role remains sensitive, accurate and efficient.
The "Etmam" team explained that the center was established pursuant to Supreme Order No. 7262 dated 8/2/1437, which includes the formation of a temporary work team at the Ministry of Housing and includes representatives from Ministries of Justice, Housing, Municipal and Rural Affairs. It is in order to take over the task of approving land plots for housing projects. They added that the center's vision is "to be the first destination for real estate developers to provide services and facilitate their work with the relevant parties. Its strategic objective is to improve the performance of the real estate sector and increase its contribution to GDP."
They said that the center seeks to overcome a number of observations on the current situation of real estate development projects, such that issuing licenses and appropriations required by the concerned authorities that takes long periods, because of multiple requirements, and may be sometimes unclear, as well as the multiplicity of these providers of services, the screening procedures that are long and complex. Therefore, the role of Etmam is to be one destination for all services, given the presence of a group of consultants, engineers and specialists to provide the assistance required to terminate the proceedings.
They emphasized that the center and the improvement of performance depends on the development of its regulations and procedures on the participation of the real estate stakeholders that represented in the center. The partners of the center are namely the Ministries of Justice, Housing, Municipal and Rural Affairs and the two companies, National Water and Saudi Electricity.
They reviewed the most prominent services provided by the center that include basic services such as review and approval of the schemes, issuing building permits, sales services on the map and etc. Also, the real estate performance services such as research and recruitment, classification and rehabilitation of developers, and evaluate performance and performance of consulting offices, and quality control and classification and qualification of operators and maintenance. The marketing services such as exchange of information and data, marketing of developer products to support recipients. In addition to creative services such as modern construction techniques, analysis of development and construction costs, and provide consultancy services to improve design and technical solutions and etc.
The time taken to access these services is ranging from 7 days to 35 days. They concluded that the electronic portal of the Center provided the possibility of ending registration procedures.
